What are those? It seem I cannot find any reference of what are they. Shall I download and install them? What are their purpose?

You cannot download a crosscompiler. Here you will find some information: http://wiki.freepascal.org/Cross_compiling

You need a cross compiler if you want to create an exe for a different platfor/target.

Say you are on linux-x86_64 abd you want to compile for linux-arm, then you need a crossarm compiler.
