Interesting project, why not make it part of Lazarus itself ?
The package is useful and eases you searching for libraries and components, still needs to be a bit more "disciplined". I'm sure many will also appreciate the CrossCompilation options.
Having something like a "package manager" with access to a library/component repository like many Linux distros have is certainly less time consuming than having to download the latest version of every component you use, this also prevent problems with incompatible versions.
This type of approach could certainly convince many Delphi users that Lazarus is a serious IDE.
I'm not sure about the license, it probably only applies to the ControlCenter, The Scripts and some components from PilotLogic. I would not use scripts if not absolutely necessary especially if a working compiler can be distributed.
