New networking component: BeepFp

Hi everybody

I wrote a componentset to provide BEEP functionality for Free Pascal.

BEEP is a framework for developing network protocols quickly and easily. It provides the things common to most protocols so that one only have implement the specifics of a protocol. In other words: BEEP supplies connectivity, connection management, multiple channels per connection, asynchronous and synchronous message delivery, authentication and encryption.
