If you provide a binary package for RHEL (and its clones), you are probably expected to also ship SELinux policy to make your installed package actually work. If you don't know how to do that, you should not ship/distribute an installable package for RHEL, but provide your software in a way that someone who does know how to deal with the situation can package it correctly.
