I know of delphipraxis and there is Stackoverflow of course.

I saw a number of very capable people contribute in the Embarcadero/Idera Delphi forums.

There are also a lot of very capable people in Stackoverflow... if you can deal with the occasional bad and pedantic attitude of some of the participants, there is often good insights to be obtained.
