How to have Search always default to Global scope?

When we search for something (Ctrl+F/Ctrl+R) we have an option "Search Scope" to search in "Selected text" or in "Global". However, when we have some text selected it always picks "Selected text" option as default which is always the opposite from what I want and results in "nothing found" until I click F3 several times more.

Is there a way to set "Global" as always-default? (It's default when nothing is selected, but when nothing is selected... "Selected text" option doesn't really make sense at all)
