OpenXR for FP

Hello. I started porting OpenXR to FreePascal. Now I have a minimal project ready :) But it has caveats:
- no controller tracking. But I will start doing it soon.
- render output only to the VR helmet. I'll do the render for the monitor later.
- only for Windows.

If you have a desire to improve the code or add something new, then I welcome suggestions and pull requests  :-[
