I am guessing your question is restricted to Windows Apps ? I publish my app via github and more than half my downloads are Windows users.
Putting closed source application on Github doesn't sound like a good idea
No, its sure not the spirit of GitHub but Microsoft now owns Github....
When you put a binary up in the release page of a github project, as far as I know, there is no requirement that it be built from published source. There certainly is not any checks any way. But a while since I read the fine print.
There are a lot of paid, closed source projects there, that is how githhub pays its way.
