Writing a virtual Video driver for win32 and linux.

I need to write a virtual driver so that i can get a virtual display to apear inside my application (a small display)
I have looked at this page: http://www.freepascal.org/docs-html/rtl/video/viddriver.html writing a custom video driver, but i dont know where to put the code and how to install the driver.

From the moment the ide launches to the instalation of the driver explained is all i need, then i can do the rest. :D

It would be ideal if it was compatable with linux and windows.
