What is it about that screenshot that you're having problems with?
TS asks... "If yes, how". So TS probably doesn't know this is in packages and needs to be enabled.
From the Lazarus main menu pick "Package" - "Install/Uninstall Packages" and install the "anchordockingdsgn" package.
After you have successfully installed the package and restarted the IDE, the IDE starts with a default docked layout like shown below

Although I see it's different from the one in the picture with Code/Form/Anchors as tabs on top of the editor, not at the buttom with Code/Designer.
Are there multiple FormDockers for Lazarus ??
(Edit: Argh. I see the Code/Designer variant is the Sparta form docker, which isn't explained on the wiki)
