License for porting library

I'd like to port some libraries made for Arduino to FPC.

I would start with this one first:

It has following information in header (I removed personal information):

--- Code: Text  [+][-]window.onload = function(){var x1 = document.getElementById("main_content_section"); if (x1) { var x = document.getElementsByClassName("geshi");for (var i = 0; i < x.length; i++) { x[i].style.maxHeight='none'; x[i].style.height = Math.min(x[i].clientHeight+15,306)+'px'; x[i].style.resize = "vertical";}};} ---// Rotary Encoder Driver with Acceleration// Supports Click, DoubleClick, Long Click//// (c) 2010 (c) 2014 // Timer-based rotary encoder logic by P.... D........//
I don't have experience with this, what should I do? Contact one of contributors for permission, fork it, ...?

See the LICENSING.txt in their Github page. It allows you to copy freely.
