Install the package AnchorDockingDsgn, rebuild the IDE and restart it.

Menu "Package" => "Install/Uninstall Packages..."

Then: Search the list on the right site "AnchorDockingDsgn" (Important, must end Dsgn)

Double-Click or button "install selection".
=> "AnchorDockingDsgn" will now be in left list.

Press button "Save and rebuild IDE".
Then press OK.
Wait.
Restart IDE.

For the Object Inspector there is currently nothing to display according to your screenshot. Just load a file containing a form into your editor, press F12 and it will come to life again.
Lazarus 2.2.0, FPC 3.2.2, .deb install on Ubuntu Xenial 32 / Gtk2 / Unity7

I have loaded the file `bitbutton.lpi` but F12 doesn't work.
Only if I press `new form` it does work.
But I need to open a file from the `EXAMPLES`.

That is inaccurate.
F11 activates Object Inspector.
F12 switches between code editor and form designer.
Mostly Lazarus trunk and FPC 3.2 on Manjaro Linux 64-bit.
