I was under the impression that he wanted a ROUND clipping view port ?
I will quote the OP:

I am trying to make an analog of windows scissors (Screenshot of part of the screen).
If I understood correctly, he would like to create an application similar to Window's SnippingTool(Win Key + Shift + S)

I made a few improvement + now the project is cross platform. Tested on Win10, Linux Mint 20.02. It works on macOS too, but instead of the form, you have to draw the bitmap to a TImage. If needed I can make the necessary adjustments for macOS.
Wow, good luck with your hands. It was very nice work.
Couldn't figure out why, but sometimes there is a black screen problem.
Still successful. In the meantime, crazy ideas came to my mind.
Automatic start at computer startup.
Ability to work with the "Print Screen" key.
Ability to save png
With a little brainstorming like location remembering, it would be great.

Yes, it can be implemented if needed.

Yes, the problem seems to be fixed. Congratulations.
We use the screen copy function a lot at work. If I can, I'll add my suggested ideas as I get the chance.
Thanks again.
