Lazarus added to the recommended tools to use by french government services

Just a note. Lazarus has been added in 2021 to the french  recommended FREE & OPENSOURCE SOFTWARES FOR PUBLIC SERVICES

I wonder why Lazarus has only a 1-star rating while FPC itself has a 4-star one (from the same user no less)... :o

Probably a misentry, the review description doesn't contain anything bad, it mainly just explains what the tool is.
