Where is the source that handles commenting a code block? (Ctrl + Slash)

Ctrl + Slash comments a block of a code. Where is this handled? Is it a SynEdit plugin/option or does the IDE handle it?

SynEdit by default does not do this, unsure if there is just a plugin/option I can add.

probably in ide/sourceeditor.pp
