Hobbyists use standard programming languages, but for anything serious and industry wide adopted you need an IDE with support for at least some of the IEC 61131-3 languages (fortunately one of them is Structured Text which looks like Pascal) or IEC 61499. Examples of such software are open source MatPLC and 4diac, and proprietary CodeSys:
