TListBox 'drag' re-selecting

I am using a Mac Mini (OSX 10.11.6 El Capitan).
Lazarus is version 2.0.12
XCode version 7.3.1

In a TListBox or TCheckBox when dragging, re-selects anything in the list that is at the same horizontal position as the mouse cursor.
Even if the mouse cursor has been dragged outside the TListBox.

This means the drag and drop doesn't work.
OnMouseLeave is not triggered till the mouse button is released.

Has anyone else experienced this?
How do I (and should I ) raise a bug report?
Or am I missing something?
