Is there a version of OpenSSL > 1.0.2j somewhere?

Is there a later version of the libeay32.dll and ssleay32.dll than these?

 32 bit: https://packages.lazarus-ide.org/openssl-1.0.2j-i386-win32.zip
 64 bit: https://packages.lazarus-ide.org/openssl-1.0.2j-x64_86-win64.zip

You should be able to find openssl-1.0.2-u , which is the last release in the 1.0.2 branch and dates from 2019.
If you can't find it you can build it from source:
https://www.openssl.org/source/old/1.0.2/
Specialize a type, not a var.
