[Solved] Free Pascal could not start on Windows 10 Home

FlierMate:
FP.exe could not start on Windows 10 with Chinese display language.

I use the following as workaround:
1. FPC.exe
2. CHCP 437 then start FP.exe in Command Prompt window.
