Big Sur - Opening unnotarized apps

I installed a fresh Big Sur 11.0.1 on a new 2018 Mac Mini (Intel) and then copied one of my Lazarus+FPC applications to it via SMB.

Knowing it's not notarized, I used the ctrl-Click Open method to bypass Gatekeeper... but that now only appears to work  the second time you follow the procedure despite what this Apple Support Article claims.

I can confirm this behavior. If you just blindly double-click to open you get the warning, then Right-Click Open will show the override option. I guess no matter how you try to open the first time it will outright prevent you.

For FPC 3.2.0 compiler PKG I see only one warning.

I hold Shift key, click right mouse button and choose Open.

I get the same result with Big Sur 11.0.1 on both my Intel Mac mini and my new M1 Mac mini - first ctrl-click gives no option to open only move to bin and cancel, second ctrl-click gives the option to open. I tried a new project compared to last time - same thing.
