Google "convert access to sqlite" and you'll find quite a lot of tools for that.
As for reading Access database (.mdb, etc) it can be done with the standard Lazarus DB components. Only, IIRC, it has to be done with an ODBC connector, since there are no direct components as for SQLite, Firebird, MySQL, etc.
