Modified sparta_dockedformeditor

I modified sparta_dockedformeditor by combining it with sparta_mdi (some filenames changed to avoid conflicts with original sparta_mdi) to get a standalone package. Changed a little and added functionality. The main differences are:
1. Added title bar. Double click on the title bar will launch the caption editor. Holding down the mouse left button and further dragging - turns on the window position editor.
2. Correct resizing when adding an item to the main menu or deleting the main menu.
3. Changed the step of the scroll bar to quickly move the form in the editor.
Tested in Lazarus 2.0.10 r63526, Windows 10 x64.
