With routing, views, templates, mvc, database pooling, orm...

A modern and battle-tested framework?

Afaik, Lazarus has a web framework named fpWeb: https://wiki.lazarus.freepascal.org/fpWeb_Tutorial.

That one is pretty basic, covering only the router mostly.

Confusingly, there are two of these: Brook Free Pascal is pure Pascal, while the newer one by the same author is known as Brook Framework and uses a C library through FFI.
