Looking for contractor who familiar with PASCAL/Delphi

I am looking for contractor(freelancer) programmer who using Delphi/PASCAL.
Location not depend, you can anywhere in the world.
can co-operate case by case and some project can have long time co-operation.
Some project may very urgent, for example, I currently need procedure/function to do AEC for andorid devices.
and, I need somebody to do the project about picture/image analysing and sorting and searching (may need based OPEN CV, tensorflow etc...)
