Is something similar to IronPython planned in Lazarus' development plan?

No multi language efforts of any kind are planned. Except Modula2 if I would happen to win the lottery.

Moreover large features are not planned as much as driven by worker availability, iow people working on it.

Well, this is very general. It could mean anything from reimplementing .NET to integrating an innosetup deployment wizard in Lazarus

Actually, I've been too vague. I would settle for something like what has already been made for the Chromium web-browser package.
