Need help in an open source project

Hello
I was working on a software project but after 2 wholes years I could not acheive anything in this software because I was and still very busy in my daytime job and I could not find time in evening to learn more because my pascal programming skills are very limited.
so I was wondering if I can put it in github or sourceforge and finding here some pascal heroes to contribute in this project.
I am planning to put the unfinished project under AGPL
but I dont know which is better for hosting sources and releases between Github or SF
I can manage software documentation , forum and support on my own website
and even I can provide translation for other languages
But the real nightmare is I need some heavy skills like XML databases. StringGrids. FileStreams. Binding C libraries. sharing variables between forms. XML parsing from web server.
and also i18n and cross platforming (compile and debug and release on many platforms : Windows 32 and 64- Linux - Mac - Solaris ... )

Please, anyone interested ?
