So, where do you get a working "make" and other tools then? The result is incomplete. Btw, many of the FPC buildtools are old mingw versions (circa 2005) before they started introducing MSYS.

IDE like CodeBlocks use their own build system although they still support Makefile based project. If you only want to utilize MinGW64 as a compiler you do not need anything other than MinGW64 to build your software.

I never managed to compile anything sizable with mingw without installing msys. It always needed build and shell tools.
