Installing a component package

How do I install a package of components? I'm trying to install cbtpack, but when I try to open cbtpack.pas in the 'Configure custom components' dialog I get the error 'More than 30 components is not supported'. Alternatively, if I open cbtpack.lpk I get a dialog with Compile and Install buttons, but they don't seem to do anything.
