Built in SQL alternative in LAZARUS

Does LAZARUS have some internal database engine that can substitute for SQL server
 so database programs can be built w/o any external SQL driver ?

If simple flat-file databases with little or no SQL will suffice, then the Lazarus Component Palette has TBufDataset and TDbf on the Data Access page.

There are also offerings such as ZMSQL, you can find this and several others if you search the wiki.
