Updates to bgrautf8.pas

In attempting to use brgautf8.pas, and other associated files in bgrabitmap, I found that I was getting numerous warnings concerning deprecated methods in the FileUtil.pas and LCLProc.pp files.  These warnings arise from Lazarus 1.5/FPC 3.0+ enhanced UNICODE, UTF8, UTF16 support in those versions.  I have changed the file bgrautf8.pas attached and created a bgrautf8.patch.   If I need to get these to you another way, let me know ...

I figured it out.  I've done a branch created a branch on github, added the file and done a pull request.
