error adding Lazreport

Hello,
when I try to install lazreport the system give me this error:

fcllaz.pas(64,35) Fatal: Can't find unit fcllaz used by PackageSystem

lazreport version 0.9.8
Lazarus 0.9.31
FreePascal 2.4.3

Help!!!!
