How i can create a win32 dll icon library?

Such as shell32.dll, a collection of icons into a dll

i'm using {$I myresourcefile.lrs} but the icon is only available inside the application, i need it to use as file icons in windows explorer (file association), i know how to create the association, but no idea how to make the dll.
