Title: setbounds hint help misleading.

Just noticed a conflict of opinion in the hint/help of setbounds, long hint and short hint have a dis agreement about the order.

Latest Laz Trunk.

The bug  (https://bugs.freepascal.org/view.php?id=32405) is added with a patch.
