I have just posted a message about the IDE. But not without difficulty, as follows.
The first time I tried I inadvertently pressed <Enter> after typing in the Subject (title). This generated a stark warning about my message being blank (I hadn't at that stage written anything bar the title). I then tried to post my message. Nothing apparently happened.
I went back and started again with a fresh page. I had copied my previous words, so pasted them into the message box.
Then pressed "Post". It worked : hooray! :P
I mention all this in case the web author(s) wish to inspect this possibility and make any necessary corrections.

You described the default behaviour of any web form. It is not a bug.
