Is there any way to not place data in the Windows Registry when installing Lazarus on Windows? If I try installing two versions side-by-side to try to find solutions to compatibility issues The two versions share lots of information. It would be easier if the settings placed in the registry were saved in a file within the Lazarus folder. This would also prevent persistent settings when un-installing Lazarus.

You can run startlazarus as different user "run as..."

afaik, there is no data in the reigistry.
but Lazarus stores the data in you user dir:
C:\Users\your_name\AppData\Local\lazarus
use
--primary-config-path="C:\somepath\"
