Title: Build error when build Laz Report App

Hello,

I was encountered this error when I was build a Laz Report App.

Code: Pascal  [Select][+][-]

1. Error: (lazarus) unable to create package output directory "/usr/share/lazarus/1.8.2/components/lazreport/source/lib/x86_64-linux" of package "lazreport 0.9.9"

I know this is a permission error, but the build must be in user home directory. is not it?
The build was completed and App running fine, but I want to report this error, if it a bug. can you help to confirm that please?
