Cannot move components

Hi, yesterday I downloaded this snapshot:
Lazarus-0.9.28.3-23785-fpc-2.4.0-20100225-win32.exe
When I try to move a component, it doesn't move, but a rectangle appears (like when you click on the desktop and move the mouse).
The only way I know now to move a component is using the keyboard, or through the object inspector.
Is this a bug or a new feature?
I remember that weeks a go I downloaded this same snapshot and I also had this problem, I don't remember if I have alredy reported this.
