Cursor on desktop

Hi!
I'd like to make a little application that is able to do this: shows a colored circle around the cursor and and shows something effect when I click by the mouse.
It is for video recording, so the cursor is outside the program itself.

I have no idea how to do this. Any help?

As for the part of getting notified on click: google "global mouse hook", add your/each target OS. (for windows you may want to look at adding "msdn" to your google search.
