LazPaint, how to resize a part of a the picture?

I want to make a part of a picture, make it smaller.

I tried to select it and then...

1. Select that part
2. Copy that part to a new picture or layer // or invert the selection and delete anything else
3. Resize

Should be the same for GIMP and PS ...

1. Select part with rectangle selection tool
2. Image > Crop to selection
3. Image > Resample
