I really recommend you to go Allegro 5 (next release will be beta, and Delphi compatible, yay!).  Some people warned that Allegro 4 have issues with the DirectX introduced in Windows 10. Also Allegro 5 has a better OpenGL integration.

I know conversion may be a bit tricky but but it worth it.
