LAMW fpcbootstrap.exe not found

I am not able to compile anything because of the missing file fpcbootstrap.exe.

Where can I get a copy?

FPC doesn't have such file. Please detail your configuration

I am trying to get Lazarus projects to compile.
LazarusAndroidModuleWizard says to put Laz4Android in its folder and run build.
This is the screen output:

I then used the Laz4Android installer. Ran the exe and tried to add a package. It also complained about the missing exe:
Panic: Makefile:134: *** Compiler C:/fpclaztrunk/fpcbootstrap.exe not found.  Stop.

OK, what gives.

I did a complete flush of all things FPC & Lazarus.

D/L'ed the latest release of LAMW and Laz4Android 7z file. Extracted, ran build and ARRRRRRRGGGG! it is STILL missing fpcBootStrap.exe!!!!!!!!!!!

What the %$#$%^^ is going on? Are the files compromised? Has some malware been added?

Please help. This is just one of the type of errors that keep me from using Lazarus.

Then maybe it is something LAMW specific, I don't know that. I added LAMW to the title.
