RS232 Seriell Driver for Windows XP, Win7 to Win10

is there any library for Seriell RS232 that works with from Win XP to Win10??
I've found some Posts, but they where from 2013..maybe there are any new ones?

for what kind of application ? console or with gui ?
console --> you can use synaser library (in synapse).
gui -> you can use my component Tlazserial (based on synaser)
