Questions about Installing Package

I have some questions for installing package.

1. After I've downloaded zip file (package file) and extracted them.

Before I open .lpk file in IDE and install it,
Do I need to bring them to any folder in lazarus folder? If yes, where should it be?

I try  "Package -> Open Package File (.lpk)" select it from my "Download" folder. And it doesn't work.
 
2. there is two ways to use it.
- Compile, or
- Install
If I don't want to install it to IDE, do I have to "Compile" everytime before I use it to any project?

You don't need to bring them to a special folder. But you may want to organize them (if you installed many packages) so you can recompile them or build your IDE easily some day in the future. I usually put the newly downloaded packages on Desktop for testing, after I'm sure I want to or will use it then I move it to \Software\3rd Parties\[package_name]

For question #2, I'm not sure. But I believe you just need to compile it once.
