On Slackware, I have windres installed, how it got installed is beyond me. No Void Linux it is not installed.
When I first started to look into this I read one needs to use windres to create resource files, then went to my terminal and typed it in, to see if by chance I have it, and it ran (Slackware) Then upon further ingestion of windres I read it sated it is for Windows. If for windows then Linux too? I did not look like it,.
As someone, or others have stated windres is a Windows only thing, used if one is writing a cross platform or better yet just a windows program in Linux/BSD but not for Linux or BSD because it is not compatible. why? I have no idea.
so now to install a said program that images have to be included with it and more done to install them in a location it can get at?
