ctrl + v stops working Linux Mint 18 mate

Hello I am having a strange problem on Linux Mint 18 mate.

When ever I add a 2nd keyboard layout in Linux mint Control Center,  Ctrl + v (paste) stops working in Lazarus editor(only).

I tried deleting the other layout but the problem persists after that. Only reinstall of the operating systems itself fixes the issue. That is of curse until I add a second keyboard layout.

I am wandering if anyone would know what is the issue here ?

Lazarus version is 1.6.0 with FPC 3.0.0

I'm having a similar issue at
Debian Jessie 32 bit, Lazarus 1.6 (at work)
Still everything works perfecly in
Debian Jessie 64 bit, Lazarus 1.6 (at home)

I can copy-paste between Lazarus code, but not outside the Lazarus Window (even no copy-paste between Lazarus instances). I haven't analyzed the problem thoroughly yet. Maybe I've caught some sort of clipman bug at my work PC? Because the OS installations are almost identical.

Tested on my fresh installed Ubuntu Mate 16.10 64-bit Lazarus 1.6 / FPC 3.0.0 x86_64 Linux GTK 2. Find no problem here.
