IsDaylightTime delphi function

Hello everyone,

I am trying to convert a project Delphi to Lazarus but there is a IsDaylightTime function I couldn't find.

Delphi's datetuils has IsDaylightTime function, is there any equivalent function?

https://github.com/pavkam/tzdb contains an isDaylightTime function
