On Linux, you could probably make use of some of those command line packages... cdrtools or one of the others.

Maybe you could use a crossplatform library to create a ISO file from the files you wish to burn on the CD. And then ask the user to burn that ISO file to a CD.

good idea is to find mkisofs and cdrecord compiled for windows
It works :] on windows and on linux.
Search google.
I had binaries for windows

Useful free DVD burning software like ImgBurn, CDBurnerXP and AnyBurn are capable of burning DVD and CD.
