Frame Based Components

I have created a few custom components based on frames.  I added these to my package.  Within the package I can interact with them via the form designer.  When I compile and install the package I have them on the component toolbar.  If I add one of these custom frames to a form in the application the frame is empty and transparent (not even a border around it).  When I run the application the child controls in the frame show as expected. 

Is this intended behavior?  During design time of the application frame based controls are not rendered in the form designer?

Apparently frames are not supported in packages.  If I don't register the component in the package I can select them from the Frames Component in the Toolbar and select them and drop them where they then show the child controls.  This is unfortunate since I wanted to publish properties specific to the frame…
