Dynamic, project only package : How to create?

Currently newly created/opened packages are automatically added to IDE's package search list which is accessible to edit via "Packages->Package links.." menu item.

What I'm seeking is package (is there existing?) option that temporally adds to/removes from this list whenever project - which uses this kind of package - is opened/closed. This could be handy for package development process.
