TControlScrollBar range error when opening form that has tscrollbox

I opened a older project with 1.2.4 today and I can't open a form that has a tscrollbox on it the error is being
raised in TControlScrollBar

The range check error is also raised when I run the app and try to open the from in the running program.

This is on windows 7 32bit and 64bit.

Looks like it's been fixed in the fixes branch for 1.2.6

I can't find a issue in Mantis about it though, does anyone have any info on this bug?

If I forget, I always use the latest stable 32bit version of Lazarus and FPC. At the time of this signature that is Laz 3.0RC2 and FPC 3.2.2
OS: Windows 10 64 bit
